Yes, people will debate whether or not it should have been done, but it’s pretty simple.  Will heroin users read the guide to insure the correct/safe way of shooting heroin?  No.  They’re too busy shooting heroin.

Pirate Patrol!

Now with “robust rules of engagement.”
But if it’s only going to last about a year, won’t the pirates just take a long vacation and then just come back?  I’m sure someone else will resume the patrols, but I think ships should have round-the-clock robot security.
